These Terms and Conditions ("Terms") govern access to and use of the Project Monitoring & Tracking System (PMTS) provided by the Balochistan Special Development Initiative (BSDI) at pmts.bsdi.cloud. By signing in or using PMTS, you agree to these Terms.
1. Authorized use only
PMTS is an official government information system. Access is granted exclusively to individuals authorized by BSDI or relevant government departments. You must not attempt to access the system without a valid account, impersonate another user, or use the platform for any personal, commercial, or unlawful purpose unrelated to official duties.
2. Account registration and credentials
- Accounts are created by administrators; self-registration is not available
- You are responsible for all activity performed under your account
- You must maintain the confidentiality of your username, password, and two-factor authentication codes
- You must change your password when prompted and choose a strong, unique password
- You must notify your administrator immediately if you suspect unauthorized use of your account
- Accounts may be suspended or deactivated if misuse is detected or your official role ends
3. Role-based access
Your role (e.g. Engineer, DC, FME, PC, Finance, Admin) determines which districts, projects, bills, and functions you may view or modify. You must not attempt to bypass permissions, access records outside your assignment, or escalate privileges without authorization.
4. Official data and accuracy
Information entered into PMTS—including project progress, bills, financial figures, proposals, contingency claims, budget surrender, documents, and approvals—must be accurate, complete, and submitted only by officials authorized to do so. Knowingly submitting false, misleading, or unauthorized data may result in disciplinary action under applicable government rules and law.
5. Confidentiality
Data within PMTS may include sensitive government financial and operational information. You must:
- Use information only for official BSDI and departmental duties
- Not disclose, copy, or distribute system data to unauthorized persons or external platforms
- Not export or share reports, documents, or credentials except as permitted by your role and policy
- Protect downloaded files and screenshots in line with government information security practice
6. Documents and uploads
When uploading files (PDFs, images, spreadsheets, letters, stamps, etc.), you confirm that:
- You have authority to submit the document for the relevant project or workflow
- Files comply with allowed formats and size limits set by the system
- Content does not contain malware or unrelated personal material
Uploaded materials remain subject to government record-keeping and may be reviewed by authorized reviewers in the approval chain.
7. Approvals and digital workflows
Actions such as bill submission, review, approval, rejection, financial sanction processing, proposal forwarding, and budget surrender acknowledgement are recorded in the system audit log. You are accountable for actions taken while authenticated, including use of digital stamps or official endorsements where applicable.
8. Prohibited conduct
You must not:
- Probe, scan, or attack the system or underlying infrastructure
- Use automated scripts or bots to access PMTS without written approval
- Interfere with other users' access or corrupt system data
- Reverse engineer, copy, or resell the application or its contents
- Share login credentials or allow others to use your account
- Circumvent two-factor authentication or password-change requirements
9. System availability and maintenance
BSDI aims to keep PMTS available during working hours but does not guarantee uninterrupted access. Scheduled maintenance, updates, backups, or technical failures may temporarily limit availability. Features may be added, modified, or removed to improve program monitoring requirements.
10. Intellectual property
The PMTS software, interface, branding, and system design are proprietary to BSDI and its technology partners. Government project data and official documents uploaded by users remain subject to applicable government ownership and records law.
11. Monitoring and enforcement
Use of PMTS may be monitored through activity logs, including user identity, action type, timestamps, and IP addresses where recorded. Violations may lead to account suspension, revocation of access, internal inquiry, and referral to competent authorities where warranted.
12. Disclaimer of warranties
PMTS is provided for official use on an "as is" and "as available" basis. While reasonable care is taken to ensure accuracy of calculations and reports, BSDI does not warrant that the system will be error-free or that all outputs replace formal financial or legal sign-off required outside the platform.
13. Limitation of liability
To the fullest extent permitted by law, BSDI and its administrators shall not be liable for indirect, incidental, or consequential damages arising from use of PMTS, including loss of data due to user error, third-party connectivity issues, or force majeure events. Official decisions remain the responsibility of the approving officers and departments.
14. Termination of access
Your right to use PMTS ends when your account is deactivated, your official assignment changes, or you violate these Terms. Upon termination, you must cease using the system and return or secure any official materials obtained through it.
15. Governing law
These Terms are governed by the laws of Pakistan and applicable rules of the Government of Balochistan. Disputes arising from use of PMTS shall be addressed through competent government channels and courts of appropriate jurisdiction in Pakistan.
16. Changes to these Terms
BSDI may revise these Terms at any time. Updated Terms will be posted on this page with a revised effective date. Continued use after changes constitutes acceptance where your continued access is permitted by policy.
